US Warns Against Dealing With Top Iran Shipper

The United States warned Monday that it would punish any country that deals with Iran's top shipping company, accusing it of contributing to Tehran's contested weapons programs.

The Treasury Department said sanctions came into effect Monday against the Islamic Republic of Iran Shipping Lines, known by its acronym IRISL, as well as its Shanghai-based subsidiary E-Sail.

Under the sanctions, the United States threatens unilateral action against any government, business or person that does business with IRISL.

"We urge government authorities worldwide to investigate all IRISL and E-Sail activity in your ports and territorial seas and take appropriate action to put a halt to it," Secretary of State Mike Pompeo said in a statement.

"The world must be vigilant and take action to prevent Iran from acquiring proliferation-sensitive items that further threaten regional stability and security," he said.

IRISL, which has interests around the globe, is the world's 15th largest shipping line in terms of cargo carried, according to the latest figures available from database Alphaliner.

US officials say that IRISL has shipped sensitive cargo for Iran's military and assisted its ballistic missile program, which Tehran insists is legal as UN Security Council resolutions ban only nuclear-related activity.

IRISL was already under US sanctions related to Iran's nuclear program, but the latest move toughens the ramifications by targeting it more broadly over weapons of mass destruction.

The United States announced the sanctions in December but delayed their implementation, saying it wanted to give countries time to find other ways to conduct humanitarian trade not subject to US sanctions.

President Donald Trump imposed unilateral sanctions on Iran in 2018 when he walked out of a nuclear deal under which Tehran drastically scaled back its atomic activities in exchange for promises of economic relief.

China remains the primary trading partner of Iran, with US allies leaving the country due to the threat of US sanctions.

US Hopeful for Iran Prisoner Talks But Imposes New Sanctions

US Secretary of State Mike Pompeo said Wednesday he hoped for further dialogue with Iran to free prisoners but announced new sanctions as he vowed no let-up in pressure.

Iran has also voiced a willingness for more prisoner swaps after the exchange Saturday of Xiyue Wang, a US scholar detained since 2016, for Massoud Soleimani, an Iranian scientist detained in the United States since last year.

"I do hope that the exchange that took place will lead to a broader discussion on consular affairs. We still have Americans held in Iran—too many, for sure." Pompeo told reporters.

Pompeo said the United States will "follow every even tiny opening" to free the at least handful of Americans known to be in Iranian custody.

"I hope it portends well for this. We have had some indication that may be the case, but I don't want to overstate that and I don't want to give false optimism about that pathway," Pompeo said.

Pompeo, however, said the United States would not deviate from its campaign of trying to strangle Iran's economy through sanctions.

"As long as its malign behavior continues, so will our campaign of maximum pressure," Pompeo said.

In the latest measures, the Treasury Department slapped sanctions on shipping networks owned by Iranian businessman Abdolhossein Khedri as well as the Islamic Republic of Iran Shipping Lines (IRISL) and its China-based subsidiary, E-Sail Shipping.

The Treasury Department said the companies have been used by the elite Revolutionary Guards' Qods Force to send weapons to Yemen's Huthi rebels, who are battling US ally Saudi Arabia.

The Treasury Department also designated sales offices in Hong Kong and Dubai for Iran's Mahan Air, which is already under US sanctions.

The United States says that the airline has assisted the clerical regime by flying fighters and supplies to war-ravaged Syria to support President Bashar al-Assad.

President Donald Trump, who has close relations with Iran's rivals Saudi Arabia and Israel, last year pulled out of a multinational deal on Tehran's nuclear program and imposed sweeping sanctions aimed at curbing the clerical regime's regional influence.

US Warns to Stay Away from Iranian Shipping

The United States on Wednesday warned all ports and insurance companies to steer clear of Iranian ships, which it called a "floating liability" after the imposition of sweeping US sanctions.

Since Monday, the United States has aimed to end all of Iran's sales of oil, its crucial export, in a bid to curtail the influence of the Shiite cleric-led state.

Brian Hook, the State Department's special representative on Iran policy, said that the US sanctions extended to insurers and underwriters.

“Knowingly providing these services to sanctioned Iranian shipping companies will result in the imposition of US sanctions," Hook told reporters.

"From the Suez Canal to the Strait of Malacca and all choke points in between, Iranian tankers are now a floating liability," he said.

He said that Iranian vessels would likely turn to domestic insurers but doubted that they could cover losses stretching into the millions or billions of dollars in a major calamity.

"Should there be an accident involving an Iranian tanker, there is simply no way these Iranian insurance companies can cover the loss," Hook said.

He said that the United States, whose military patrols the Gulf and is allied with Iran's rival Saudi Arabia, did not want incidents.

"We sincerely hope there will be no accidents, but accidents are a very real possibility, given Iran's record," Hook said.

President Donald Trump in May pulled out of an international agreement negotiated under his predecessor Barack Obama, in which Iran curtailed its nuclear program in return for sanctions relief.

The Trump administration said that the deal did not address other concerns, including Tehran's support for regional proxies such as Hezbollah, and has boasted of the economic contraction forecast in Iran due to the renewed sanctions.

The United States has nonetheless granted eight waivers to places including China, India and Japan, which will not immediately be punished for continuing to buy Iranian oil.

French Shipping Firm Drops Iran Over US Sanctions Threat

The world's third largest shipping container group, the French-owned CMA CGM, has decided to withdraw from Iran over the threat of US sanctions, its chief executive said Saturday.

"Because of the Trump administration, we have decided to end our service to Iran," Rodolphe Saade told an economic conference in Aix-en-Provence in southern France.

"Our Chinese competitors are hesitating a bit, so they may have different relationships with the Trump administration."

In 2016 the company signed a memorandum of understanding with the Islamic Republic of Iran Shipping Lines allowing it to lease spaces for vessels, operate joint shipping lines and cooperate on the use of port terminals. 

US President Donald Trump announced in early May the unilateral withdrawal of the US from the landmark Iran nuclear deal and the reinstatement of sanctions against the country, as well as against foreign companies who do business with it. 

Washington said the sanctions would be immediate for new contracts and gave companies already working there up to 180 days to cease trading.
